Strategic review and transformation

I would highly recommend working with FWL & Associates. We have worked very closely with Jonathan on a programme which has radically changed the landscape of specialist educational provision in Warwickshire. Jonathan is knowledgeable about SEND giving credibility and reassurance. He has strong interpersonal skills, allowing him to build strong relationships and develop a strong team culture. Over the course of the programme Jonathan has worked with our sufficiency teams to compile a foundational needs assessment, forecasting future needs in terms of housing growth, birth rate and changing needs; this is now central to our commissioning strategy.

Jonathan has also worked with our capital teams to ensure allocation of local authority funding to expand existing provision and establish new provision. He has worked closely with school leaders both in terms developing provision to meet the needs of learners and in terms of understanding the practical requirements for space on site. He rapidly became well regarded and trusted by school leaders. Testament to Jonathan's work is that over four years we have reduced our number of placements in independent specialist provision, increased our places available in state-funded provision, and established 11 new specialist resource bases or partnerships settings.

Lastly, Jonathan has worked with our SEND teams, providing valuable support in redesigning our processes. His work has been highly valued and will have a positive lasting impact for years to come.

FWL Associates facilitated a comprehensive review of SEND high needs arrangements and worked with the local authority to develop a new SEND strategy for utilising the Special Provision capital fund allocation. The approach taken by FWL complemented the council’s ethos of co-production through engaging with a range of stakeholders and ensuring effective consultation whilst undertaking detailed analysis of available data and information to develop a number of recommendations.

FWL were then commissioned to support the implementation of these recommendations which included the development of a number of school based resourced provisions and the development and submission of a SEND free school bid.

Jonathan and Colin have a wealth of knowledge and experience in SEN and disability and local authority governance and procedures that enables them to operate efficiently and independently.
